Point and Crop?

Is there a program that will let you pre-define a rectangle size and attach the center of it to the mouse pointer then let you click on an image and crop it to that size/shape?

Not sure if its what you need, but i know Lightroom allows you to set a custom crop size. Then when you click on the image to crop it, you get a rectangle that is bright and the background that is dark and you can move it around. Its not attached to your mouse though, you have to click and hold the button to move it.
